LTA Impounded 30 Non-Compliant Active Mobility Devices in Housing Estates

⁉️ LTA Can Seize Non-Compliant E-Bikes Anywhere

Minister of State Baey Yam Keng recently announced consideration of tougher enforcement on non-compliant devices. This came after two significant operations concluded this year.

Bobby Lai, Business Development at Mobot, was asked about some of these changes and the recently concluded operations on CNA.

During a 3-day operation in Yishun accompanied by Baey Yam Keng, LTA impounded 30 non-compliant active mobility devices (AMDs) from HDB corridors, stair wells, and other common areas

Another islandwide operation in May saw very similar results, with 78 non-compliant AMDs also taken from common areas.

LTA is legally allowed to impound non-compliant Power-Assisted Bikes (PABs) from any location, including HDB estates. This is in accordance with the Active Mobility Act.

🔥 The Importance of Remaining Compliant

Between January and October 2025, 44 Active Mobility Device (AMD) related fires were reported. Compared to standard household fires, AMD-related fires often carry higher risk of fatalities and injuries due to these reasons:

  • Battery fires burn hotter and faster.
  • Harder to extinguish as the battery can reignite minutes or hours later.
  • They produce dense, toxic smoke very quickly.
  • Many battery fires start indoors, making it worse.
  • Night-time incidents are far more common.

🏛️ Legal Consequences of Non-Compliant AMD Users

  • Up to $10,000 fine and/or 6 months' jail under the Active Mobility Act.
  • Repeat offenders face higher penalties.
  • Retailers offering illegal modifications have seen 100+ cases prosecuted since 2020.

⚠️ Why Devices Fail Compliance

The most common causes of non-compliance are illegal modifications such as third-party batteries, altered motor hubs, or non-original parts. PMDs must meet UL2272 standards, while PABs must meet EN15194 standards. Any device not meeting such standards are considered non-compliant.

As a result, all of MOBOT's devices come with the appropriate certifications, such as the EN15194 standard for E-Bikes, the UL2272 standard for E-Scooters, and the EN15184 standard for PMAs,

🚧 How to Ensure Your Safety with AMDs

Aside from ensuring compliance, you should also follow these tips to stay safe with using any AMD.

  • Store and charge your batteries in a cool and sheltered environment.
  • Ensure your battery does not overheat during standard use.
  • Inspect your battery regularly, checking for cracks, swelling, or abnormal sounds.
  • Do not leave your battery plugged in after it is fully charged.
  • Ensure your charger has a safety mark.
  • Ensure your device, charger, and battery are compatible with one another.
  • Only purchase from reputable and trusted sources.
  • Ensure your device is fully legal and certified.
